GPS Time and Frequency Systems

Contracts Administrator

  • Review, accept, negotiate terms & conditions of sales contracts/purchase orders and coordinate with production and engineering departments for proper fulfillment thereof.
  • Ensure current and historical contract records are created and retained properly and maintain current contracts, files and records.
  • Responsible for subcontract administration, as well as review and execution of business agreements including non-disclosure agreements and teaming agreements.

  • Perform all sales order entry functions for customer purchase orders and contracts on a timely basis.
  • Prepare quotes for new sales opportunities.
  • Provide email and telephone support for customers, direct sales staff, and manufacturer’s representatives.
  • Provide coordinated sales administration coverage to ensure telephone and email coverage during all normal working hours.
  • Maintain customer satisfaction survey process.
  • Performing other duties as assigned by supervisor or management staff.


The applicant MUST have the following qualifications:

  • Demonstrated ability to:
    • Support sales staff, including manufacturer’s representative and internal distributors.
    • Prepare formal proposals, quotations and reports.
    • Generate and maintain Representations and Certifications, including on-line Representations and Certifications Application (ORCA), maintain a Central Contractor Registration (CCR), negotiate General Services Administration contracts and contract modifications, and maintain a GSA published price list.
  • Functional knowledge of government terms and conditions of contract (e.g. Federal Acquisition Regulation (FAR), Department of Defense FAR supplement (DFARS)).
  • Functional knowledge of export regulations, including International Traffic in Arms Regulations (ITAR) and Directorate of Defense Trade Controls (DDTC) export licensing and registration.
  • Detailed functional knowledge of Microsoft Office suite 2007 or later (Word, Excel, PowerPoint, and Outlook).
  • 2 year degree in relevant field and 5 – 10 years cumulative experience.
  • Excellent verbal and written English skills.
  • Strong analytical, problem-solving, critical-thinking, and decision making capabilities.
  • Excellent attention to detail and organizational skills with ability to consistently complete tasks accurately and in a timely manner.
  • Well organized, accurate, thorough, and detail-oriented.
  • U.S. citizenship is mandatory.

The WANTS for this position are:

  • Detailed functional knowledge of Microsoft Project 2007 or later.
  • Ability to assist with the development of marketing collateral materials, including datasheets and advertisements.
  • Working knowledge of Visual Enterprise modules (Engineering/Manufacturing, Inventory, Sales, and Customer Relationship Management (CRM)).
  • Experience with submitting and obtaining export licenses through the Dept. of State and Dept. of Commerce, is desired.
